With reference to your letter dated 19th July 1898, 15726/98 on the subject of the newly acquired territory at Hong Kong; I am directed to forward the enclosed copy of plan shewing the proposed limits of land at the Devil's Peak, Lyemun entrance, which Lord Lansdowne considers will be required by the War Department for defence purposes.

This land includes sites for proposed new batteries, and also the gathering or catchment area of the water supply.

2. There will also be required later on land for a Rifle Range, Camping, and for Military Exercises for the troops.

3. As it is impossible at this early stage to definitely lay down the sites required for the purposes referred to in paragraph 2 Lord Lansdowne would strongly urge the necessity of some distinct regulation or ordinance being laid down, under which any land in the newly acquired Territory can readily and without delay be acquired.
